Wang Leyi, vice director of General Administration of Customs (GAC), was tracked down and taken to law lately by the Central Discipline Inspection Commission and the Ministry of Supervision with the coordination of GAC for his serious malpractices of graft and embezzelement.
Approved by the CPC Central Committee and the State Council, the Central Discipline Inspection Commission and the Ministry of Supervision decided to expel Wang Leyi from the CPC, deprive him of his public employment and punish him by the judiciary according to law.
Sources say Wang's illegal malpractices include taking bribes amounting to 530,000 yuan. From December 1995 to July 1997, Wang successively accepted RMB50,000, HK$40,000, US$1,000 and articles valued at 25,000 yuan from Yang Gaiqing, general manager of Shenzhen Huiwei Industrial and Trade Co. Ltd.. (Yang has been arrested on criminal charges). In addition to these, Yang also offered HK$170,000 to Wang's elder son with Wang's knowledge. On the request of Yang, Wang Leyi backed him in purchasing vehicles confiscated by the GAC in March 1997. Later, Yang bought 54 complete cars and a passel of vehicle fittings. In March 1998, Yang's cargo ship, which was detained for being suspected of smuggling by the Customs, was set free under Wang's interference. Since 1994, Wang had been taking the advantages of his post to help others in transactions and procedures for tax evasion and seeking approvals, establish bonded warehouses and go through procedures to suspend payment of salary but retain office, etc. Wang with his wife and son had also accepted ready money and valuables amounting to a worth of about 230,000 yuan. As dictated by an insatiable desire, Wang had most seriously embezzeled into public property and seized the toil of others amounting to over 630,000 yuan. In late 1996, Wang let a company to fix up his building and paid 233,000 yuan short to the person in charge. Later, on the request of Guo, the person in charge of the fitment, Wang helped him buy a confiscated car at a low price through Tianjin Customs. At the end of 1999, Wang bought a set of commercial house in his individual name but let Dalian Customs pay 400,000 yuan for him. From 1994 to 1997, Wang received ready cash, gifts and valuables from subordinate units of the Customs and related individuals worth over 290,000 yuan. Besides, he also backed his son up in running illegal business for illicit benefits.
