Chechen Government Moves Into Grozny

The Chechen government moved from the second biggest city Gudermes to the capital of Grozny Monday, marking the first step toward stability in the breakaway republic.

Security measures have been tightened in the city with snipers being placed on neighboring houses of the just-opened complex of government buildings, the Interfax said.

A tightened passport regime is carried out that people who lack permits to permanently live in Grozny are not allowed in, the report said.

Head of the Chechen administration Akhmad Kadyrov said at the opening ceremony that the government's moving to Grozny was viewed as the first step towards stability.

Since the autumn of 1999, the Chechen government has been headquartered in Gudermes for security reasons
