Of the four suspects, one is a college graduate majoring in computer science and the three others with a middle school education. In November last year, the four opened their own website and set up a gambling center in Liaoyang. This February, one of them was arrested by the police when he was trying to open a branch in Chifeng, the Inner Mongolia Autonomous Region. The police found that the online casino ran a lucrative business until it was uncovered. On March 15 alone, 145 people gambled at the gambling website with chips worth of 96,000 yuan.
