Vietnam to Continue Renovation Cause: Party Leader

Vietnamese Party and people will build Vietnam along the socialist road on the basis of Marxism-Leninism and Ho Chi Minh Thoughts and continue the renovation cause, stressed General Secretary of the Communist Party of Vietnam Central Committee (CPVCC) Le Kha Phieu.

Phieu, on behalf of CPVCC (8th tenure) delivered a report on the documents submitted to the 9th National Congress of CPV at the opening session of the congress on Thursday.

In his report, Phieu reviewed and evaluated the struggles of Vietnamese people in the 20th century, 15 years of renovation and five years of implementation of the resolution of the 8th National Congress of CPV.

He said that "the economy has grown fairly well. Progress has been made in the cultural and social fields, and the people's life has enjoyed continued improvement. The socio-political situation has been in the main stable, and national defense and security enhanced."

Phieu's report also mapped out the development strategy for the 2001-2010 period and stressed that the strategy is aimed at bringing Vietnam out of underdevelopment, and improving noticeably the people material and spiritual life, laying the foundations formaking the country basically a modern-oriented industrialized country by 2020.

By 2010, he said, the country's gross domestic product (GDP) will have at least doubled the level of 2000.

In the 2001-2005 five-year period, Vietnam strives to attain an average GDP growth rate of 7.5 percent per year.

As for Vietnam's foreign policy, Phieu affirmed that Vietnam will consistently implement the foreign policy of independence, sovereignty, openness, multilateralization and diversification of international relations. Vietnam is prepared to be a friend and reliable partner of all countries in the international community, striving for peace, independence and development.

Phieu pointed out that the task in the field of foreign relations of the country consists in the continuing preservation of a peaceful environment and creation of favorable international conditions for accelerating socio-economic development, national industrialization and modernization, construction and defense of the homeland.

He also emphasized the fight against corruption, saying that Vietnam will strengthen the organization and mechanism, continue intensifying the fight against corruption within the State apparatus and the whole political system, at all levels and all sectors, from the center down to the grassroots.

Entire Vietnamese Party, people and army are determined to seize opportunities, surmount challenges, strive for the success of national industrialization and modernization, for a prosperous people, a strong country, an equitable, democratic and civilized society, advancing steadfastly toward the future, he stressed.

Prior to Phieu's report, member of the Politburo Standing Board of the CPVCC and Vietnam's State President Tran Duc Luong delivered an opening speech to the congress, saying that "the 9th National Congress of the CPV is the congress of wisdom, democracy, unity and renovation, reflecting the staunch will and the great hope of the whole nation."

A total 1,168 delegates, who represent more than 2.4 million members of CPV, are attending the National Party Congress.

The congress is also attended by 34 foreign party delegations, including the delegation of the Communist Party of China (CPC), led by Hu Jintao, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chinese Vice-President.

The four-day congress is scheduled to conclude on Sunday.
