Shi Mingcai, senior official with the Ministry of Labor and Social Security of China, said that it is necessary for China to refer to the mature experience and successful application of Canada in the practice of social welfare. Both countries sent delegations to the other for exchanges and communication over the past few years. China is now trying to blueprint a frame for a new, uniform, efficient, normative social welfare system for the benefit of all the people.
