Be Vigilant Against Scheme of 'Taiwan Independence' & 'Tibet Independence'

On March 31, Dalai, "Tibet independence" chieftain who, in exile abroad, has long been engaged in activities to split the motherland, once again went to Taiwan for a 10-day"mercy and intelligence tour". On several occasions in Taiwan, he launched "dharma promotion" activities. Behind these activities, people can see the vicious intention of the Dalai clique and the "Taiwan independence" forces in their activities to split the motherland. They join hands to preach "Tibet independence" and extol "Taiwan independence".

Dalai and Lee Teng-hui were Once Enamored

The Chiang Kai-shek clique of the Kuomintang, after its arrival in Taiwan, had all along listed the affair of Mongolia and Tibet as its internal affairs which were placed under the jurisdiction of the "Mongolian and Tibetan Commission". When the Chinese People's Liberation Army peacefully liberated Tibet in 1950, Gyalo Toinzhub, second elder brother of Dalai, fled to Taiwan, demanding Chiang Kai-shek for "help", but his demand was rejected, afterwards there was not much contact between the two sides. Dalai believed that there was not much room for "Tibet independence" activity in Taiwan under Chiang Kai-shek's control.

After Lee Teng-hui assumed office, there was a turn in the relations between Taiwan authorities and the Dalai clique, resulting in an enormous increase in their contacts. After May 1993, Gyalo Toinzhub, then serving as chief "Gelun" of the "Tibetan government in exile", went to Taiwan for activities many times, and met with Lee Teng-hui and others. Lee openly favored Dalai's "five-point peace program" designed to split the motherland and his speech given in Strasbourg; Dalai, in turn, lauded Lee as a "pity- and lenience-minded political leader". These remarks indicate that the chieftain of "Tibet independence" and the ringleader of "Taiwan independence" became identical on the question of splitting the motherland. In late March 1997, Dalai went to Taiwan on a "religious dharma promotion tour", during which, chieftains of the two "independence" forces finally met with each other. Dalai declared that "spiritually he supports" "Taiwan independence", but he "would not openly express his attitude". He called Lee Teng-hui as the "president of your country", claiming that Taiwan "has its own government, sovereignty and territory, and Taiwan is a democratic and free country which has established diplomatic ties with many nations", openly advocating that "Tibetan and Taiwan people themselves have their own destiny in their own hands".

Since then, the Taiwan authorities have often extended economic aid to the Dalai clique. So the channels of the links between "Tibet independence" and "Taiwan independence" have become open and direct. On the road of separating the motherland, they make use of each other, giving full expression to their collaboration. Dalai surreptitiously echoed the "seven-block theory" and "two-state theory" later put forward by Lee Teng-hui. After Lee stepped down, the two men had face-to-face free talks during their participation in the Czech "2000 Forum", focusing on how Dalai should maintain relations with the Democratic Progressive Party authorities after change in Taiwan's political situation.

Dalai and Democratic Progressive Party Exchange Amorous Glances

The Dalai clique, which has all along been engaged in the activities abroad to split the motherland, has naturally become the object of association for the Democratic Progressive Party, so joining efforts to partition the motherland has become a political foundation for their collaboration. In some international anti-China arenas, the representatives of the Dalai clique and of "Taiwan independence" political party gave vocal duet performances designed to attack and divide the motherland. The new leader of the Taiwan authorities especially appreciates Dalai. When Dalai paid his first visit to Taiwan, ringleader of the Democratic Progressive Party met with Dalai, and "the snow mountain lion flag" of the Dalai clique was hung up in cities and counties where the Democratic Progressive Party was in power, as an expression of their welcome to Dalai. The Democratic Progress Party admitted that Dalai's Taiwan visit was by no means merely a religious activity and that Dalai's "five-point peace program" was practicable.

Some other exponents of "Taiwan independence" even went to the hotel where Dalai stayed to present him so-called "national flower (rattlebush) of the Taiwan state" and the "map of Tibetan state", claiming that they welcomed the Dalai clique to come to set up a "representative office" in Taiwan and let Taiwan and Tibet "jointly carry out international activities, and reciprocate and complement each other", advocating that "Tibet is not the territory of the 'Republic of China' and the one-China policy should be abandoned at an early date". "Taiwan independence" and "Tibet independence" can be regarded as two splitting forces with one splitting goal, that is, they both oppose the one-China principle.

Long-Designed Plan for Dalai's Second Taiwan Visit

Dalai's second visit to Taiwan has all along been under making. One year after Dalai's activities in Taiwan, Lee Teng-hui was still in office. For the secret establishment of a so-called representative office of the Dalai clique in Taiwan, the Dalai clique and Lee Teng-hui administration had planned for Dalai's second visit to Taiwan. With regard to the matter concerning the preparation made by "Taiwan independence" and "Tibet independence" forces for openly establishing an institution for splitting the motherland, it had to be postponed due to the resolute opposition by the Chinese at home and abroad. After the Democratic Progressive Party took office. At the end of September last year, Dalai again declared he would visit Taiwan by the end of last year. However, because the political situation was plunged into turbulence in late October last year, it was, of course, impossible for Dalai to go to Taiwan for "exchanges", "investigation" and engaging in separatist activities. But later, the Dalai clique again declared that the plan for Dalai's second visit to Taiwan would be carried out in April this year.

"Taiwan Independence" & "Tibet Independence" Discuss Ways for "Independence"

Dalai's activity in Taiwan is, in the words of the Island's media, a "religious politicized activity" carried out by a "political monk". It is designed to collect funds for "Tibet independence" activities and seek "funds for supporting" the Dalai clique. As soon as Dalai arrived in Taiwan, he was accorded warm welcome by the "Taiwan independence" elements. Dalai had held, in succession, "cordial meetings" with the new leader of the Taiwan authorities, Anaette Lu, Lee Teng-hui and other figures advocating "independence".

Dalai repeatedly expressed his respects for the two popular elected "Taiwan presidents"--Lee Teng-hui and the new leader of the Taiwan authorities. Dalai declared that the Democratic Progressive authorities "should reject peace talks under the condition that Taiwan is a province of the People's Republic of China" and should cling to the claim that "Taiwan's future should be decided by the Taiwan people themselves". The new leader of the Taiwan authorities asserted that Dalai was "Tibet's leader", alleging that "Dalai had been working very hard over the past 50 years for pursuing Tibet's democracy and freedom".

Dalai's activity in Taiwan is also aimed at attacking the mainland of the motherland. The new leader of Taiwan authorities , Lee Teng-hui and others took advantage of the opportunity to slander the struggle and efforts made by the Chinese people in defense of the territory and sovereign integrity of their motherland, while Dalai pretentiously invented the story that Tibet's society and construction were faced with "great crisis".

Dalai's second trip to Taiwan for activities contain three purposes for both sides: First, supporting each other in creating propaganda momentum. In the eyes of the Democratic Progressive Party authorities, Dalai has a "special religious capacity" in the Tantrism of Buddhism, he is so-called "winner of Nobel peace prize" and enjoys a "world-level reputation", so his Taiwan visit can expand both sides' international influence. Furthermore, during Dalai's visit, the Democratic Progressive Party authorities promoted him as "Tibet's leader", while Dalai hailed Lee Teng-hui and the new leader of the Taiwan authorities as the " popular-elected Taiwan presidents", in order to give prominence to their respective "sovereign state" position. In short, the two sides can use the activity to increase the "two-independence" exposition rate, echo "Taiwan independence" through preaching "Tibet independence", and thus expanding the "two-independence" influence. Second, through Dalai's second Taiwan visit to establish channels for stable high-level contacts between the two sides, enhance relations between the Democratic Progressive Party authorities and the Dalai clique, continually provide the Dalai clique with direct economic aid, support the "Tibet independence" forces that have all along been in ebb tide, and expand the separatist position. Third, the Democratic Progressive Party's act of disregarding the mainland's repeated warnings, deliberately undermining cross-Strait relations and pressing forward Dalai's second visit to Taiwan obviously aims to establish a "strategic cooperative relationship" in their joint effort to cope with the Chinese people and increase the bargaining chips for the Democratic Progressive Party authorities and the Dalai clique for their resistance to the trend of reunification.

The arrival of Dalai did have delighted the Democratic Progressive Party authorities for a while, but it is hard to say how much political benefit they can get therefrom. Someone in Taiwan puts it well when he expresses the hope that Dalai "should lay down his 'independence' knife and become a pure monk" and that he should not come to Taiwan for splitting activities in the name of religion. This remark deserves careful pondering by certain political forces of Dalai and Taiwan.
