Internet Bar Business Needs a Thorough RectificationThe Administrative Office of the State Council lately issued a circular demanding sectors at all levels to enforce the administration and supervision on Internet bars and other activity involving in Internet business and calling for a shake-up move against illegal activities at places providing Internet services in near future.Statistics shows that the number of Chinese "netizens" has grown to some 22.5 million, of which 20.5 percent log the Internet at such places as Internet bars. The number of these net bars has amounted to one thousand roughly in some big cities. Most of the net bars are engaged in unhealthy management and operations, carrying out eroticism, gambling, violence, superstition etc, which have exerted negative influence on the youth and affected social security. The circular requests that telecommunication sectors at all levels should go along with police, cultural, industrial and commercial administration departments and join in a three-month action for clearing up the net bars from April 5. The stress of the rectification is laid on correcting the disorganization and decentralization and cracking down on all forms of illegal activities According to the circular, all net bars should have themselves registered and certified by the departments concerned in the Industrial and Commercial Administration. Those already licensed and registered should be re-licensed and reregistered and those not up to the standard shall be shut down and go to have their licenses altered for other businesses while those unlicensed and unregistered shall be severely punished with all their illicit income confiscated. And the Internet provider should cut off their input/output services The circular urges that no license shall be granted to any net bar runner before this shake-up action is wound up.
