CMC Authorized Reforming Plan for Army's Budget and Establishment

Approved by Chinese President Jiang Zemin, also chairman of the Central Military Commission (CMC), the CMC has recently authorized the Enforcement Plan for Military Budget and Establishment Reform worked out by the General Logistics Department of the whole army and people's armed police. All levels are requested to put the Plan into practice in an active and steady way and thus to ensure a smooth reform.

Zhang Wannian and Chi Haotian, CMC Vice-Chairmen, set great store by this reform. Wang Ke, CMC commissioner and director of the General Logistics Department of CMC, made arrangement for the reform at the working conference held on March 22.

As reported, the existing military budget, figured out basing on previous one with only a rising tendency, can no longer meet the actual needs of the military construction under the new situation for it is inappropriate for adjusting the military expenditure along with the change of military construction.

Following the world vulgate budget method for reference, this time will make a complete reform as to the form, method, and content of military budget presentation by sticking to China's new budget system,. The zero-base budgeting (ZBB) will be pushed forward in order to give full play to the macroeconomic control, thereby establishing a new military budget system with centralized economic right, scientific distribution of military expenditure, more concrete and transparent items, and strict supervision. In accordance with the long-term plan, yearly work plan and safeguard task of the military construction, the new budget will adopt the ZBB system to replace the current one after the reform, to rearrange the military expenditure of every item in line with the uniformed budget policies and outlay standards.

Wang Ke also emphasized that this reform is an important decision on logistics reform made by President Jiang and CMC, and it is a matter of overall importance to the military construction. The whole army and all departments of the General Logistics Department are required to seek unity in thinking, organize the work meticulously, cooperate closely, and to work carefully so as to ensure an effective implementation of the reform.
