China to Reform Foreign Affairs Personnel System

China should quicken the pace of reforming its foreign affairs personnel system in a bid to adapt itself to changing situations and tasks, according to Zeng Qinghong, head of the Organization Department of the Communist Party of China (CPC) Central Committee.

Speaking recently to 12 senior Chinese diplomats selected through public competition by his department and the Ministry of Foreign Affairs, Zeng, an alternate member of the Political Bureau of the CPC Central Committee, said China will take measures to improve the construction of its contingent of diplomats stationed overseas.

The 12 diplomats were chosen last year from 71 candidates recommended by local and central governments according to the principle of openness, equality, competition and choosing the best. The diplomats left China for their overseas posts recently.

Zeng said it is part of the country's cadre personnel system reform to build an army of high quality envoys for overseas postings, which are also an important organizational guarantee for China's successful diplomacy in the new century.

He called for further training of the country's diplomats to improve their ability.

Zeng said officials at the department level of foreign affairs and the reserve officials for the posts may well be selected to work for local government departments or enterprises.

He explained that the move is designed to improve their ability and management skills through better understanding of the country' s reality of reform and opening up to the outside world and economic development.
