Training of Young Cadres a Long-term Strategic Task: CommentaryCadres are a decisive factor in realizing the magnificent blueprint of the 10th Five-year Plan; attainment of the third-step strategic goal requires the training of a large batch of young cadres, which is a long-term strategic task. While deliberating and discussing the 10th Five-year Plan, NPC deputies and CPPCC members attending the "two sessions" reached this consensus: To constantly open up new realms of socialism with Chinese characteristics, and maintain the lasting peace and ensure prosperity of the Party and State, it is necessary to continuously train and bring up a large batch of young cadres who are of high qualities, capable of shouldering heavy responsibilities and withstanding the test of storms.The training and selection of young cadres concerns the rise and fall, success and failure of the cause of the Party and State, the prosperity and strength of the State, and the happiness and good health of the people. After the beginning of the new historical period, Comrade Deng Xiaoping had his eyes on the future and development of the Party and State, he set four standards for cadres, namely, be more revolutionary, younger in average age, better educated and more professionally competent.. Comrade Jiang Zemin stressed the need to train and select young cadres capable of undertaking the heavy responsibility of administering the Party and State. We have scored tremendous achievements in this respect. However, as the times are advancing and our cause is developing, the central and local governments, grassroots units, political, economic, cultural, scientific and technological, military, diplomatic and various other fields have raised increasing demands on young cadres of various levels and various types, so it is still necessary for us to greatly strengthen our work in this respect. The work of training and selecting young cadres requires comprehensive implementation of the various demands of the Party and the central government. At the moment, it is necessary to emphasize two points: Firstly, we should allow young cadres to face the world and brave storms, and to stand tests and grow through tempering themselves in practice. Young cadres should have a certain Marxist-Leninist level and ideological and ethical standards, grasp a certain amount of scientific and cultural knowledge, attain definite management abilities and have practical experiences of working at certain posts. But these alone are not enough, the most important thing is that they should have the abilities to administer the Party and State, be good at judging the political situation and control the general situation, be able to carry out work under complicated conditions and to handle affairs with ease and in a calm and unhurried manner no matter how changeable the international situation is and how many difficulties there are in our way forward. The more promising young cadres, the greater need should organizations at various levels put young cadres in the harsh environment to test and temper themselves. Since ancient times, talents of various types, especial leading personnel, have emerged and grown up mostly through working at grassroots level and through tempering and tests under extremely arduous environments. This is the general law governing the maturation of talents. We must also do so if we want to bring up talents serving as pillars of the Party and State through tempering. Secondly, we should teach young cadres to exert themselves to establish the outlook on power, position and benefit. This is a matter of paramount importance for the political growth of young cadres. Our Party cadres of the older generation have set an example for us in this regard. At present, our young cadres have less tempering in this respect, and they are under the conditions of reform, opening up and the development of a market economy, there are many adverse influences and temptations, so it is not easy for them to establish a firm and correct outlook on power, position and benefit. In real life, there have been not a few young cadres who have erred and even committed serious mistakes. The more capable young cadres are, the heavier loads the organizations at various should placed on them; the more important positions they are placed in, the more they should be helped to establish the outlook of power, position and benefit. Young cadres should, first of all, think about how to do more work for and make greater contributions to the Party and the people, they must never go after personal fame and gain, position and benefit. Some individual young cadres are currently eager for quick success and instant benefits, although they have worked at their posts only several years, they are eager for transfer to higher positions; they work not out of consideration of the interests of the Party and people, but instead they consider a lot about higher fame and reputation. With such ideas in their minds, they not only fail to work in a down-to-earth manner, they aptly worry about personal gains and losses and do some formalist things featuring currying favor by claptrap and fishing for fame and reputation, they even try every possible means to speculate and seek personal gain and embark on the crooked way of going after and demanding for official posts. Our young cadres must be determined to take on major task instead of seeking the position of ranking officials. They must always bear in mind that Communists establish the party for public interests, whatever posts they are placed in by the Party, they must work in a down-to-earth manner for the Party and wholeheartedly serve the people. The situation of the new century is both gratifying and pressing, new tasks are arduous and glorious. The training and selecting of young cadres is an urgent task of strategic significance, Party leaders at all levels must conscientiously do this work well, proceeding from the strategic height of the long-term development of the Party's cause and in complying with the requirements of the Party Central Committee. With a great mind and a broad outlook, they should be good at assessing and judging cadres, at training and selecting cadres and at using and educating cadres. Young cadres must set strict demands on themselves, consciously temper themselves in arduous environments, live up to the great trust of the Party and the people, grow up and make contribution through tempering themselves in the endeavor to fulfill the 10th Five-year Plan and achieve the third-step strategic goal.
