14 Education Agents Barred in Shanghai

The Shanghai Education Commission has barred 14 overseas education agents from placing primary and junior high school students in schools and advertising their services for senior high school students.

Most of the overseas schools they promote are mediocre, said Zhang Canghai, an official in the education authority's international exchange department. Nearly half of the overseas study applicants handled by the Shanghai Notary Office are from junior and senior high schools.
