Firmly Maintaining General Situation of Reform, Development and Stability
Only by maintaining social and political stability, can we realize the 10th Five-year Plan for national economic and social development in a planned and systematical way, achieve the third-step strategic goal and forcefully resist the troubles and sabotages perpetrated by domestic and foreign hostile forces. Comrades of the whole Party, particularly Party leading cadres at all levels, should further enhance their understanding of the important thinking that maintaining stability is an overriding task and thereby actively do a good job in safeguarding social stability.
Since the initiation of reform and opening up, we have scored tremendous achievements in our socialist modernization drive, the first two-step strategic goals have been realized smoothly, a basic experience for this is that we have always placed the maintenance of social and political stability in an overriding position. Under the new situation, we must be soberly aware that the hostile forces at home and abroad collude with each other in trying by every possible means to undermine China's stability, their attempt is to win victory in the midst of chaos and achieve their political aim. On this issue, some people will not give up their attempt easily. We must maintain high political vigilance and must never take the matter lightly.
Under the conditions of reform, opening up and the socialist market economy, the interest relationship and interest structure of society definitely undergo major readjustment and change which, in turn, certainly affect the interests of various social sectors. This is hardly avoidable in the process of reform. The point is that our cadres at all levels must be mentally prepared in this regard, enhance their foresight, be good at unfolding work under complicated conditions. It is something very concrete, and not abstract for leading cadres to improve their ability and art of leadership. The ability to recognize the whole through observation of the part, have a thorough command of the overall situation, and do work in advance and in a comprehensive way-that is a very important ability and art of leadership.
To preserve social stability, it is necessary to rely on the masses of the people who are the mainstay of reform and development as well as the profound foundation for stability. It is imperative to strengthen political work, education in the legal system and in ideology and morality and intensify policy publicity, so that the broad section of cadres and the masses will understand the paramount importance of maintaining social stability for national development and for the realization of one's own interests, and that everybody will consciously safeguard stability. As our country is so large and its population is so huge, it is hard to completely avoid the occurrence of some minor disturbances in local areas. When there is a sign of trouble, or when a problem arises, it is essential to do in-depth and meticulous mass work. Practice proves that so long as we have done thorough work, reasoned things out and earnestly met the masses' reasonable demands, the masses can stand to sense, then it is not difficult to solve the problem.
Reform, development and stability are a dialectically integrated whole. Stability is maintained amidst reform and development which, in turn, are promoted amidst stability. This is the general principle and requirement. Leading comrades at all levels must conscientiously shoulder the political responsibility for maintaining stability, conscientiously investigate and remove various hidden troubles that affect stability, prevent troubles before they happen, unshakably safeguard the general situation featuring reform, development and stability, thereby creating a sound social environment for fulfilling the 10th Five-year Plan and achieving the third-step strategic objective.
