CPPCC Standing Committee Convenes 13th Meeting

The Standing Committee of the Ninth National Committee of the Chinese People's Political Consultative Conference (CPPCC) held its 13th meeting Sunday.

Zheng Wantong, secretary-general of the CPPCC National Committee, reported on the progress of the on-going annual session of the 9th CPPCC and panel discussions to the meetings presided over by CPPCC chairman Li Ruihuan and attended by 24 vice-chairmen.

Today's meeting adopted a series of draft resolutions including the Draft Political Resolution of the 4th Session of the 9th CPPCC National Committee, the Draft Resolution on the Work Report of the Standing Committee, the Draft Resolution on the Report on Proposals since the 3rd Session of the 9th CPPCC National Committee, a list of candidates to be co-opted to the CPPCC Standing Committee, and the Draft Report on the Subcommittee for Handling Proposals of the 9th CPPCC National Committee on the examination of proposals.

It was decided at the meeting the draft resolutions and the candidates be put to voting at the plenary meeting of the on-going session of the 9th CPPCC slated on Monday.

In his report, Zheng said that since the current session began on the afternoon of March 3, four plenary meetings have been held to hear reports on the work of the CPPCC Standing Committee and proposals raised by CPPCC members.

CPPCC members also attended as observers three plenary meetings of the on-going 4th Session of the 9th National People's Congress (NPC), and heard reports on the draft outline of the country's 10 th Five-Year Plan, on the implementation of China's 2000 social and economic development plan and the draft plan for 2001, on the implementation of the 2000 central and local budgets for 2000 and the draft budgets for 2001, and on the work of the Supreme People's Court and the Supreme People's Procuratorate, Zheng said.

CPPCC members discussed these reports and had, by March 7, raised 3,585 proposals, of which 3,442 were accepted, said Zheng, adding that both figures were record highs for any CPPCC annual session.

Attending the group discussions over the past week were senior Party and state leaders Jiang Zemin, Li Peng, Zhu Rongji, Li Ruihuan, Hu Jintao, Wei Jianxing and Li Lanqing and 101 ministerial-level officials, he said.

This shows the support of the Communist Party of China (CPC) and State Council for the work of the CPPCC National Committee and exhibited the democratic style of work of the CPC Central Committee, Zheng said.

According to Zheng, the CPPCC National Committee members endorsed, in general, the report given by Premier Zhu Rongji on the draft outline of the 10th Five-Year Plan and raised some suggestions on how to improve the draft outline.

The secretariat of the on-going CPPCC session has forwarded all the suggestions to the General Office of the State Council, he added.

At the same time, Zheng said the CPPCC members also voiced some recommendations for revising the report on the work of Standing Committee of the CPPCC National Committee.
