Legislatures Urged to Work in Creative WayChina's top lawmaker stressed the leadership of the ruling Communist Party of China (CPC) and urged people's congresses at all levels to carry out their legislative work in a creative manner, under new circumstances.Li Peng, chairman of the NPC Standing Committee, China's top legislature, made the remarks at separate group discussions of deputies to the National People's Congress from Gansu and Guizhou provinces. The people's congress system is the country's fundamental political system, he said, noting, "We are working under the leadership of the Party." China has a vast land and, therefore, local people's congresses in different areas could enact local laws and regulations in accordance with local conditions, Li said. But some of the local rules, which prove to be compatible with the general situation of the whole nation can be promoted to national laws, he noted. The top lawmaker spoke appreciatively of the enactment of local laws on family planning by some localities and said these laws have played a big role in population control. Now conditions are ripe for enacting a national law on family planning which has been listed in legislative work for 2001, Li said. Since building socialism with Chinese characteristics is a brand-new cause, the formulation of laws should be sourced from actual practices and amendments to existing laws are necessary to suit changing situations, Li said. Along with the establishment of a socialist market system, priority should be given to enacting economic laws, he said. Regarding the enactment of a Supervision Law, Li said preparative work has been undertaken by the NPC Standing Committee since the formation of the Eighth NPC in 1993 and the drafting of the law has been included in its agenda this year. Li said that people's congresses should play a good supervisory role and enact related laws to curb corruption at the source and by legal means. He told local legislatures in the mountainous western areas to play a role in implementing the state strategy of developing the western region, by enacting laws on environmental protection to curb land erosion and prevent a reduction in grain production.
