Canada, HK Sign MOU on Correctional Programs

The Hong Kong Special Administrative Region and Canada signed Thursday a Memorandum of Understanding to enhance co-operation and the development of correctional programs, in the hope of strengthening ties and professional exchanges between the two sides.

The MOU was signed after an eight-member Canadian delegation, led by Canadian Solicitor General Lawrence MacAulay and comprised of Canadian correctional officers, concluded a six-day visit to Hong Kong on Thursday.

During its stay in Hong Kong, the delegation visited a number of correctional institutions and attended workshops and seminars to share operational experience with their Hong Kong counterparts.

Describing the visit as successful, MacAulay said he "looks forward to continued collaboration with Hong Kong."

Lucie McClung, Canada's Commissioner of Correctional Service and also head of the Canadian delegation, said she was impressed with Hong Kong's education, employment and counseling program aimed at preparing offenders for their safe return to their communities.

She commended the work done by the Correctional Services of Hong Kong to reach out to Hong Kong citizens to strengthen the necessary links between incarceration and community re-integration.
