Zhu emphasized that the industrial structural adjustment and upgrading are the focus of the strategic adjustment of China's economic structure. To this end, China will speed up the establishment and improvement of a modern enterprise system and continue deepening the restructuring of state-owned enterprises, so as to enable enterprises to truly become the principal part of market competition. Analysts agree that the new significance of China's 10th Five-Year Plan lies in fewer pre-set absolute targets and greater independent managerial authority of enterprises.
