Big Projects for Launch in 10th Five-Year Plan PeriodChina will launch a great number of big construction projects during the 10th five-year plan period from 2001 to 2005, according to a draft version of the plan submitted for approval by the ongoing Fourth Session of the Ninth National People's Congress (NPC).Projects relating to the strategy of developing west China include those to transmit electricity from west to east and construction of a pipeline to move natural gas from the west to coastal regions. Construction of the Three Gorges Hydroelectric Project on the Yangtze and the Xiaolangdi reservoir on the Yellow River will continue. Preliminary work on the south to north water diversion project will accelerate so that construction will be kicked off as soon as possible during the plan period. Also on the agenda are the Qinghai-Tibet railway and the Beijing-Shanghai high-speed railway, the domestic section of international railways in the southwest and northwest, and the Shanghai shipping center. Ecological and environmental protection projects will be started in key areas, including the protection of natural forests in the valleys of the Yangtze and Yellow rivers and those in Inner Mongolia and the northeast; the returning of hilly farmland to woodland and grassland; control of desertification in the Beijing and Tianjin area; and the treatment of water pollution in the valleys of the Yangtze, Yellow and Songhuajiang rivers.
