"I Write Proposals in Fields," Says NPC Deputy

"I wrote in the fields proposals to the annual session of the National People's Congress, China's top legislature," Liang Jianguo, a NPC deputy from central China's Hubei Province, said.

Liang, 57, from Zhenqingtai Village, Suizhou City, said, "I am an ordinary farmer. I am greatly honored to have won people's trust and I feel all the more the great responsibility I shoulder."

He said, "This year is the first year of the new century. The current NPC session will examine China's draft 10th Five-Year Plan for National Economic and Social Development. This is essential to China's overall situation. As a NPC deputy, I am duty-bound to offer opinions and proposals of value."

He began to solicit villagers' views by visiting one village after another. In most cases, he did this by talking to farmers in the field.

Liang has a junior middle school education only. To make himself more able to discuss and handle political affairs, he persisted in self-study and consulted a lot of legal experts. He also studied state affairs together with a doctor on legal affairs.

On his desk are two thick notebooks on investigations. Following one year of investigations, he wrote the proposal on how to modify relevant laws and institute the vertical court leadership system.

He said, "I should reflect people's voice and opinions to the government, as well as offer good proposals. I hope that China will develop even faster during the 10th Five-Year Plan period (2001-2005), so that Chinese people will be able to lead a more comfortable life."
