Professionals are Crucial to Xinjiang's Development: NPC Deputy

Northwest China's Xinjiang Uygur Autonomous region must build up a contingent of high-quality professionals to contribute to the development of the underdeveloped western

region, according to Liu Chuanzhen, a deputy to the National People's Congress (NPC), China's top legislature.

Liu, deputy head of the Organization Department of the Xinjiang Autonomous Regional Committee of the Communist Party of China, said before attending the annual NPC session that Xinjiang has yet to solve the professional drain problem.

"The quality of professionals in Xinjiang is low on the whole and the professional's structure is irrational," he said.

He noted that if these problems remained unsolved, Xinjiang's economic and social development would be adversely affected, and the region would be unable to play its due role in pursuing the strategy on developing western China.

During the 10th Five-Year Plan period that starts in 2001, Xinjiang must work hard to adjust and optimize its professionals' structure, he said.

He added that effective measures must be taken to train professionals willing to work in Xinjiang.

An encouragement mechanism should be established to keep the contingent of professionals stable, he said, adding that outstanding researchers and managers should be attracted to Xinjiang to pioneer new undertakings.

He called for efforts to be made to reform the measures to distribute professionals, give full scope to the role of the market mechanism, and introduce and perfect the rofessional market system.

Liu has made preparations for submitting bills on stabilizing and consolidating professionals in Xinjiang. He will propose that the state should give Xinjiang and other province-level areas in northwest China preferential terms in attracting outstanding professionals in terms of wages and training.

"I think that Xinjiang should work to build a solid professional platform for the development of northwest China," he said.
