Vietnam, Russia to Further Develop Friendship, Cooperation
Vietnam and Russia Thursday signed here a joint statement on the strategic partnership between the two countries, affirming that the two countries will consolidate and further develop their traditional friendship and multi-faceted cooperation in the 21st century.

The two sides agreed that the development of their economic, commercial, scientific and technological and investment relations is the most important task in the promotion of Vietnam-Russia relationship, according to the joint-statement signed by Vietnamese President Tran Duc Luong and his Russian counterpart Vladimir Vladimirovich Putin after the two presidents' talks Thursday morning.

The two sides stressed that they will strengthen the cooperation in the fields of electric power, oil and natural gas, chemicals, mechanics, electronics, metallurgy, agriculture, information, technology and science, culture, education and training and other promising fields.

The statement said that Vietnam and Russia will also strengthen cooperation in the field of defense equipments to meet the two countries' security needs, but it added that the cooperation is not directed against any third country.

On international issues, the two sides agreed to maintain and perfect the system of the existing international treaties in the fields of arms control and disarmament and guarantee of security for the mankind.

Vietnam supports Russia's efforts to maintain and consolidate the Anti-Ballistic Missile (ABM) Treaty signed by the former Soviet Union and the United States on May 26, 1972, considering the treaty as the foundation for the continuing reduction of strategic offensive weapons.

The two sides attach great importance to the issues of guarantee of security and the confidence-building in the Asia Pacific, holding that the development of the Theater Missile Defence (TMD) in the Asia Pacific area would have negative effects on the security and stability in the region and lead to a new round of arms race.

Both sides highly appreciate the roles of the regional forums, namely, the Asia Pacific Economic Cooperation (APEC), Association of Southeast Asian Nations (ASEAN), ASEAN Regional Forum (ARF) and the Shanghai Forum.

Russia attaches importance to its relations with ASEAN and resolves to develop the multi-faceted cooperation with ASEAN on the basis of equality and mutual benefit.

At a press conference after the Vietnam-Russia Summit Meeting, Vietnamese President Tran Duc Luong described the summit as a brilliant success and Putin's visit to Vietnam as a milestone in the history of Vietnam-Russia relationship.

Russian President Vladimir Putin arrived here Wednesday evening for a three-day official visit to Vietnam, which is the second leg of his Asian tour after his visit to South Korea.
