China Plans Institution Reform in Cities and Counties

The National Working Conference on Reform of City, County and Township Institutions was held recently in Beijing to concretely discuss and plan this work of reform, as listed in the following points:

1. To complete the task of downsizing the staff and ensure a 20 percent reduction in the general size of administrative departments in cities, counties and townships;

2. To reform the current examination and approval system and simplify and standardize the relevant procedures;

3. To consolidate the administrative and law-enforcement ranks;

4. To standardize the setup of township administrative organizations and dismiss all the extra personnel and temporary employees;

5. To accomplish the work of diverting redundant personnel.
