Responsible Persons for Building Collapse in Guangdong DetainedLocal police detained three persons who are allegedly responsible for a major building to collapse in the city of Dongguan of Guangdong Province last December.The three are Wu Xin, the project designer, Ye Manlin, the investor and Huang Jinshen, the construction leader, according to local sources. On December 1, 2000, a three-story building constructed on a drainage system in Chiling Village, Houjie Township of Dongguan, suddenly caved in, killing 12 people. The result of the preliminary investigations proves that the tragedy was due to a lack of responsibility. According to the investigations, the three-story building was previously a bungalow built on a shaky foundation. Prompted by lucrative profits, the developer invested money in adding two more stories in violation of relevant regulations. The builder only added three reinforcing steel bars at the ground floor to support the new structure. The entire building was eventually leveled because of too much pressure. Punishment was issued to eight local officials including detainment in accordance with the responsibilities they should have shouldered in preventing the accident. Five of them were ousted from their previously held leading posts of the Party and the local government, and two of the five were also detained, while three others were given disciplinary warnings within the Party and the local government. Dongguan is a boomtown known for export-oriented processing industries.
