Efficient Party, Smaller Government Organ for Hainan

China's island province of Hainan February 19 announced the completion of its campaign to streamline the Party and government organs at the provincial level.

The number of the provincial-level Party working organs, including the disciplinary inspection committee, has dropped from 12 to nine, while that of the provincial-level government work departments has also been cut from 38 to 32. There are now 2,029 people on the government payroll, compared to the previous total of 3,273, said local sources.

To transform the administrative functions of the government, Hainan will continue only 32.5 percent of procedures that require approval from administrative departments, abolishing the rest.

The province has also extended the retirement age for both female and male Party and government workers by three years. In Hainan, male senior Party workers and public servants are now required to retire at age 57, while female senior Party workers and public servants are required to retire at 52.

According to the sources, another round of reforms to whittle down the Party and government organs at the city and county level are being carried out in full swing in 19 cities and counties of the province.

Hainan's streamline of the Party and government organs is expected to reduce the government payroll at the city and county level by 20 percent, said the sources.
