Convention on Rights Submitted to National Legislature

The International Convention on Economic Social and Cultural Rights will again be submitted to China's national legislature, the Standing Committee of the Ninth National People's Congress (NPC), for deliberation at its 20th meeting on February 26-28.

The convention has been examined by the Standing Committee of the NPC twice. The chairman and vice-chairmen of the NPC Standing Committee announced Monday that the State Council will note the supplementary specification for the ratification of the convention at the upcoming Standing Committee meeting.

The Chinese government has signed the United Nation's Convention on Political Rights and is now studying related provisions in order to submit to the legislature for approval.

The upcoming three-day meeting will discuss the draft agenda, and the list of the members of the presidium (administrative committee) and secretary-general for the fourth plenary session of the Ninth NPC, which opens on March 5.

Li Peng, chairman of the NPC Standing Committee, presided over Monday's meeting.

The three-day meeting will also discuss a draft work report of the NPC Standing Committee to be presented to the plenary session, a list of all non-voting delegates to the NPC session and decide on qualifications of newly elected or added deputies to the NPC.

The legislative bill on sand prevention and control will be reviewed for the first time, along with the bill on judicial assistance in criminal cases between China and Indonesia.

The draft revisions of the Pharmaceutical Administration Law and the law on minority regional autonomy will again be presented for review.
