The Haidian district in Beijing is to be built into a world level hi-tech area in the coming ten years.

According to the department concerned, this plan will be carried out in three steps:

1. With an endeavor of 3 years: it is aiming at making a breakthrough in the improvement of the soft and hard environment with Zhongguancun Sci-tech Park as its center, so as to promote strategic adjustment of economic structure with its orientation towards knowledge economy. Therefore, the development of urbanization, informationization, and internationalization can be sped up;

2.Towards 2005: it is to build up a basic framework of knowledge economy and improve the fundamental facilities, thus creating a soft and hard environment for matching with the world level. And then a further effort will be made to press on the urbanization, informationization, and internationalization to pave the way for modernization in Beijing;

3. By the year of 2010: it is to basically build up a world-top sci-tech area, thereby rendering Beijing the first modernized city in China.
