March '86 Scheme Reaped a Benefit of 200bn yuan within 15 Years

The state March 1986 Scheme, with a mere investment of 5.7bn yuan, has harvested an indirect economic return of over 200bn yuan in 15 years.

The scheme, a "Hi-tech Research and Development Program" proposed by four senior scientists on March 3, 1986, was later approved by the Central Committee of CPC and the State Council after an extensive, all-round and strict feasibility study.

Supported with a fund of 5.7bn yuan, the sci-tech personnel and workers have in a timeframe of 15 years achieved some 2,000-odd patents both at home and abroad, published 47,000 theses, realizing an accumulated output value up to 56bn yuan and an indirect benefit worth of 200bn yuan.

During 15 years the Program has reaped a cluster of world-level achievements in scientific researches, scored a breakthrough in some key techniques, and cultivated a number of high-tech shooting-ups. All this has helped bring about a boost to China's hi-tech industry and provided a brace for the readjustment of traditional industries, thus minimizing the disparity between China and the world advanced level.

China has apparently narrowed its gap with the world and placed itself in certain hi-tech fields with some 60 percent of techniques starting from scratch and another 25 percent, though still lagging behind the world, yet have made much headway.

Under the close cooperation of the industrial circle, the key techniques achieved have enabled China to match its own products with the world in the following sophisticated fields of bioengineering medicine, communication equipment, high-performance computers, Chinese information platform, artificial eyeball, photoelectric materials and devices. These products are competitive in international markets, forming new promises or fountainhead in China's hi-tech industry.

Another achievement in the program is the emergence of a contingent of hi-tech personnel. Within a time-span of 15-years around ten thousand doctors and masters have come to the fore in the hi-tech fields, and especially it has trained for research institutes and enterprises in different places tens of thousands of people in their application and promotion of these hi-tech products and technologies.

During the "10th Five Year Plan" Period (2001-05), China is, as reported, to double its inputs for the support of the scheme with the focus laid on major technology in microelectronics, information security and new techniques so as to make more contributions to the readjustment of economic structure in China.
