Legislators Support City's 2008 Olympic Bid

Beijing's top legislative body, the Beijing Municipal People's Congress, pledged its full support of the city's bid for the 2008 Olympic Games at the closing session of its eight-day congress on Saturday, February 10.

Beijing, which is the political, cultural and international exchange centre of China, has a great desire to host the Olympic Games and the government's promise to host a green, humanitarian and scientific Olympics has won wide support from the local people.

A special resolution said the congress believes the city has improved greatly compared with its situation in 1991, when it first bid to host an Olympic Games, and is now maturer in every aspect and fit to win the bid.

Moreover, promoting unity, friendship and development, the Olympic Games, a global sporting event of the highest level, largest scale, and widest scope, will further expand its sphere of influence if it comes to the capital of a developing country which is home to one fifth of the world's population.

Therefore, the resolution said, it is the responsibility of every person in the city to contribute to developing the local economy and improving the social environment to enable the municipal government to make complete preparations for the bid.

The congress also unanimously passed the government's 10th Five-Year Plan (2001-05) for the city's development.

It also published the Beijing Municipal Regulation on Establishing Local Rules and Regulations to further regulate its own legislative actions.

The regulation was warmly received by the people's deputies at the session, as it guarantees the participation of ordinary people in the making of a new law or regulation.

Hu Zejun, a legal expert with the Ministry of Justice, said it is still rare in China that local legislative authorities hold special conferences to listen to the opinions of ordinary people on new regulations being drafted.

Encouraged by these new regulations, 209 people's deputies signed a proposal asking for the establishment of a regulation for civil servants. There is no reason not to have one governing those implementing laws, said Xie Zhaohua, who put forward the request.
