Opinions on 10th Five-year Plan Widely Solicited

By the end of last January, the State Planning and Development Commission (SPDC) and relevant news media had received a total of over 17,000 offers of opinions and suggestions advising on the "10th Five-year Plan" (2001-2005) from all walks of life in China.

The SPDC announced Thursday, February 8, that the activity for soliciting public opinions had evoked widespread response. Letters, e-mails and phone calls received by SPDC got to 11,028, 1,256 and 500 respectively. Economic Daily, Guangming Daily, Workers' Daily, Farmers' Daily, China Economic Herald and other media engaging in the activity had got a total of 5,200 letters.

Requested by the State Council, SPDC began to solicit public opinions on the "10th Five-year Plan" for the first time from all walks of life since last October. It is reported that opinions solicited are concentrated mainly on popularly concerned problems. Of these, a consensus has been reached on forging a risk investment system, upgrading traditional manufacturing, developing civil-use ships, exploiting marine resources, expanding modern Chinese medicine, strengthening food security construction, breaking old permanent residence registration system, enhancing rural infrastructure and providing public-use products. These, amongst others, have all been mentioned in the draft proposal of the "10th Five-year Plan".
