Tianjin to Further Economic Restructure

During the tenth five-year plan period starting this year, the northern Tianjin Municipality will prioritize the growth of the high-tech industry, infrastructure construction and real estate.

Li Shengli, city mayor, said the city will build a wideband intranet, set up a public database including government departments, individuals and enterprises and also inspire the combination of computer, telecom and TV systems.

The city plans to increase the number of fixed phones to 5.2 million, mobile phones to around 4.8 million, and Internet users to 20 percent of households by 2005.

It will also try to expand information technology (IT) development in the fields of on-line banking, trade and medical services.

The city will also strongly back the development of service industries, such as financing, tourism, accounting and law. As the largest port in north China, the local government will also strive for a future physical distribution center.

The local government has been encouraging the research and development of gene technology, new materials, high-yield and export-oriented agriculture, nanometer technology and biotechnology. It will also put effort into constructing water conservation projects, ecological protection facilities, and energy and public transportation systems in the next five years.

During the process, funds from State-owned enterprises, foreign-invested enterprises and private companies will be welcome to invest.

Li said the city aims to increase the proportion of the service industry from 46 percent to over half of the gross domestic product, high-tech products from 23 percent to over 35 percent and individual and private industry to more than 30 percent of the city's GDP.
