Shenzhen Releases New Personnel Policy for Building up "Talent Special Zone"

As spring begins Shenzhen has put forward six new talent-attracting rules to build up a "talent special zone". On January 31, a news release was given by the Personnel Administration to make known to the public the new measures as follows:

First of all, a personnel residence registration system will be set up to replace the personnel plans as specially listed out in the past. The new registration system is to be adopted amongst all enterprises that have employment decision-making power and independent corporate capacity, regardless of their scales, founding times and ownership.

Secondly, the original recruitment quota will be replaced by a list released at regular intervals carrying information for employment, especially majors urgently needed, with relevant documents directly submitted to higher authority for approval. Enterprises can directly approach personnel departments for the transfer of cadres via the registration system.

Thirdly, unified entrance examination will be canceled. The unified examination for recruitment will be replaced by individual tests organized by enterprises themselves except for civil servants working in departments and offices.

Fourthly, regional restrictions will be lifted to make way for talents even from remote areas provided they have been accepted by Shenzhen enterprises and obtained permission from their original units.

Fifthly, the regulation of "male first, female second" will be abolished. For cadre couples either side can be accepted first regardless of man or woman.

And lastly, Shenzhen personnel department will no longer organize training to talents and university graduates, and instead materials will be distributed to enterprises for training in their own units.

It is reported that Shenzhen will also adopt new measures in regard of residence quota, city construction fee, income tax and house purchasing to raise the competitiveness for the presence of more talents in the city.
