China Builds Unified Public Bidding MarketChina is building a unified public bidding market to improve economic efficiency and ensure high quality construction projects.A legal framework for public bidding has been basically formed and bidding procedures and conduct have become more standardized in the past year, said Zeng Peiyan, minister in charge of the State Development Planning Commission. Zeng told a meeting here Tuesday that public bidding has so far been applied to almost all public projects and key construction projects that are subject to the state's set regulations. A public bidding system has also begun to operate in the fields of project reconnaissance, design and supervision as well as government purchasing, he said. China's state legislature approved the Law on Public Bidding in mid-1999, which took effect from the beginning of last year. The law has been widely regarded as having significance in deepening the investment system reform and effectively keeping track of corruption in China. Zeng said that during the past year, the Chinese government has stepped up supervision over public bidding in line with the law and the market order has been improving. But he noted that there are still some problems hindering the development of the market, including defects by tenderees in bidding procedures, malpractice by tenderers and improper interference by government departments. "We must take serious such misbehaviors and make further efforts to tackle them," Zeng said. He called for increased public awareness of the law and accelerated formulation of related laws and regulations, while pledging that the government will tighten supervision and strengthen law enforcement to safeguard market order.
