For example, if a vender pirating CDs or VCDs is found a non-inhabitant in Beijing by the urban management department, he will be sent in custody back to his hometown by the public security bureau. Meanwhile, the house-owner rented out the house to the vender, will also receive punishment by the industrial and commercial department.
