Firmly Gripping Implementation, Advancing under Favorable Situation
This is the third article by Our Commentator on the guideline for the work of the whole Party and State this year. Following is the full text published on the front page of People's Daily on January 5.
Getting a firm grip of implementation and advancing by taking advantage of the excellent situation means seizing the favorable situation featuring an important turn in China's economy, mobilizing all positive factors, burying ourselves in hard work, stressing actual effect, striving to improve the quality and efficiency of economic growth, raising the level of various items of work and further creating a new situation in the reform, opening and modernization drive.
We should soberly see that the fundamental policy for the next five years has been defined, and various tasks for this year clearly set, the decisive matter at present is having a firm grip of implementation. Implementation both reflects the mental state of people and embodies the style of work, it both concerns the image of the Party and affects the confidence of the masses.
We must resolutely stop the evil trends of formalism and bureaucracy by acting in compliance with the requirements of the central authorities and by uniting the efforts of the upper and lower levels of the whole Party and State, vigorously carry forward the style of working hard and in a down-to-earth manner, stress actuality, tell the truth, engage in practical work and pursue practical results.
In firmly grasping implementation, we should stress the word "firm" and attach importance to "practicality" or actuality. We should implement the spirit of the central authorities to push forward various items of work, we must never be contented with general calls, and should not implement the spirit of the conference by holding a local or departmental transmitting conference; or implement the essence of the document by drafting a local or departmental document; nor should we rest content with setting a few typical examples, instead, we must vigorously strengthen giving concrete guidance and concentrate efforts on solving practical problems.
In particular, we should go deep into the grass-roots units, and to places where there are many contradictions and great difficulties, and the situation there is complicated, and where we are needed by the masses;. we should join the cadres and the masses there to "dissect the sparrow" and accurately find out the crux of the matter, formulate measures and help change the local situation. Only with such vigor and such a realistic style of work, can the CPC Central Committee's principles and policies be carried out, can the magnificent blueprint of the 10th Five-year Plan be turned into brilliant reality step by step.
In advancing by taking advantage of the favorable situation, we should stress the grasp of the "favorable situation" and attach importance to persistent "advance". The good momentum gained in China's economic development is the fruit born out of our persistent effort in the firm grasp of implementation; it is also the foundation for our future firm grasp of implementation and for creating new achievements.
In advancing by taking advantage of the favorable situation, we should give full play to our political advantages and bring the ideas of the whole Party and the people of the whole country in keeping with the spirit of the 15th National Congress of the Party and of the Fifth Plenary Session of the 15th Party Central Committee, bring the enthusiasm, initiative and creativity of the masses into play, thereby forming a powerful force which is all-conquering and in ever-victorious forward march; we should stick to the central task of economic construction, firmly grasp this theme of development, and creatively do our work well with a strong sense of urgency, mission and responsibility; we should conscientiously study and actively cope with the trends of economic globalization, make full use of the favorable opportunity provided us by the worldwide rapidly developing scientific and technological revolution and the readjustment of the industrial structure, give play to our potential superiority, promote industrialization through informationization, bring about a leap in the development of social productive forces and expedite the all-round progress of society.
Firmly gripping implementation and advancing by taking advantage of the favorable situation is an integral whole. If we fail to firmly grasp implementation, we can hardly maintain the development momentum however good it is and will even miss the opportunity for development. If we fail to advance by availing ourselves of the favorable situation and properly grasp and utilize the "favorable situation", we will get half the result with twice the effort, and even toil with no gain in our firm grasp of implementation. If we unify the two, grasp implementation firmly and solidly and are good at acting and moving forward by taking advantage of the favorable situation, we will be able to grasp the opportunity, speed up development, meet the challenge and seize victories.
We must resolutely implement the guiding principle laid down by the Party Central Committee for the work of the whole Party and State, further unite the hearts of the Party and the people so as to write a new chapter on China's reform, opening and socialist modernization drive in the first year of the new century with actual deeds in our firm grip of implementation and with the rich fruit seized in our advance by taking advantage of the favorable situation.
