Hainan Takes Steps to Attract Outside TalentsThis southern Chinese island province of Hainan has been implementing preferential policies to attract returned overseas Chinese students.Overseas Chinese students who choose to work in Hainan will be offered 5,000 yuan (about US$602) to 10,000 yuan (about US$1,204) to help them settle down in their new environment, high-quality housing and transportation to and from work, said local sources. Since Hainan became a special economic zone in 1988, more than 160 Chinese students who have finished advanced studies abroad have chosen to work in Hainan. Nineteen of them have been promoted to senior official posts, 17 others have been appointed as corporate executives and 93 of them have won senior professional titles, said information from the provincial government. Hainan, with a population of over 7 million, expects its per capita gross domestic product (GDP) to exceed 10,000 yuan (about US$1,204) by the end of the 10th Five-Year plan period in 2005. To achieve the goal, more talented Chinese people will be needed to help the province explore marine resources, expand information technology, and ecological development, said local sources. |
