China Will Establish Teaching Qualification Certifying System
China will establish a teaching qualifications certifying system in 2001, in a bid to establish an efficient system to attract, select and utilize personnel in the teaching profession.
Minister of Education Chen Zhili said Thursday at a national working conference on certifying teaching qualification that educational departments should try to maintain high teaching standards by improving the social status and treatment of teachers.
She said Chinese people who became teachers after January 1, 1994, and those who have met the teaching requirements, can obtain teaching licenses and begin teaching.
The teaching qualification certifying system is a special professional licensing system. According to Chinese "Teachers Law", only those who get the teaching licenses can become teachers.
Experts said that the teaching qualification certifying system shows development of the teaching profession.
Teaching qualification applicants must be Chinese citizens, have reached certain moral and educational levels, and have an ability to teach others. Only after the applicants pass the appraisement of certain organizations can they be granted teaching rights.
