China Replaces Two Cabinet Ministers

Zhang Fusen was appointed Thursday as the new Justice Minister replacing Gao Changli.

The 19th meeting of the Standing Committee of the National People's Congress (NPC) passed the decision on the appointment.

According to the same decision, Zhang Xuezhong was appointed as the Minister of Personnel to replace Song Defu.

Zhang Fusen, a native of Beijing, was born in 1940. He graduated from Automatic Control Department of the Qinghua University in 1965. Currently Zhang serves as secretary of the Leading Party Group in the Ministry of Justice. He was once appointed as vice Minister of Justice and deputy secretary of the CPC Beijing Municipal Committee.

According to the appointment proposal presented by the State Council, Zhang Fusen is qualified for the post because he is honest, enterprising, clear-headed in policy making and strict with himself.

Zhang Xuezhong, born in 1943, is a native of Lanzhou, capital of Gansu Province. He has assumed such posts as vice governor of Gansu Province, vice minister of Personnel, and secretary of the Leading Party Group in the Ministry of Personnel.

The proposal said that Zhang Xuezhong is strong in organizing and has a high awareness of reform and creation.
