Breakthrough Needed to Draw Investment in Pudong: MayorXu Kuangdi, mayor of Shanghai Municipality, pointed out on December 20 that the Pudong New District needs new breakthrough on mechanism, system and concept of drawing in investment. Shanghai should try to create a good environment for investment providing better investment conditions, lower cost, more chances and higher rewards, Xu said.Xu Kuangdi made the above statement at the Investment Working Conference of Pudong New District. He required that the work of drawing in investment in Pudong should be combined with renovation of relevant mechanism and system. The preferential polices featuring financial or tax-cutting benefits should give place to high quality service and fair competition; handling enterprises in different ways give way to unified, transparent and normative policies, and market entry restriction and non-national treatment to the opening of domestic markets, encouraging competition and national treatment. The role of the government should be further transformed, and the current administrative examination and approval be simplified to achieve a better ambience for investment. He also urged for a combination of the investment work with the strengthening of the city's comprehensive service function so as to serve better the whole country and get ready for accessing into WTO.
