Bidding & Auction System to Be Applied in State-Owned Land Resources
In the coming two years, China will set up and promote land bidding and auction system and system of land registration for public inquiry in the administration of land resources under provincial levels.
Meanwhile, China will vigorously cultivate the mining rights market to establish a bidding and auction system in remising the rights of mine exploration and mining in pilot regions.
In the future, the approval by the government to use land resources will no longer be necessary if it can be settled in the market system.
The establishment of a new system on the basis of market deployment involving bidding and auction of the rights of using the state-owned land will top the government's agenda so as to make the environment of land use approval and leasing purified. That means, remising and leasing of state-owned land use rights are strictly restricted.
According to personage concerned from the Ministry of Land and Resources, the rules and regulations, working procedures and post responsibility to function of the system will be preliminarily established and carried out early next year in accordance with the laws in resources administrations at the provincial level.
Further, China will also stress on the promotion of responsibility systems for the internal joint trailing and law enforcement, and pursue fully the system of "window office" as an auxiliary measure to the work mentioned above. By 2002, and organs related to state-owned land resources will have to set up the procedures of public office and carry out the "window office" system.
