China to Expand Experiment with Rural Taxation Reform

News from the National Finance Working Conference concluded on December 15 shows that China will actively yet steadily expand experiment with the rural taxation reform and the central financial department will allocate 20 billion yuan each year for local payment transfer.

Rural taxation reform is an important measure adopted by the CPC Central Committee and the State Council to reduce burden on farmers. It is now being tried out in the whole province of Anhui and some other regions.

It's reported that China will quicken the pace of rural taxation reform nationwide next year in accordance with the arrangements made by the Central Economic Working Conference. Provinces with reform conditions will fully carry out the reform while provinces temporarily lacking conditions for full implementation of reform should expand the experimental area.

At present, the rural taxation reform working group has reportedly further revised and improved the reform program, and has amended and formulated related supporting reform measures and methods. The Ministry of Finance has provided necessary appropriation reserves for expanding the experimental reform. The central financial department will offer 20 billion yuan annually for local payment transfer in order to solve the shortage of funds for grass-root units' normal expenditures emerged after the initiation of reform.
