Hui Ki-on, who has served in the Hong Kong Police Force for 38 years, with the last seven years as commissioner of police, will proceed on pre-retirement leave with effect from the same date. Hong Kong Chief Executive Tung Chee Hwa expressed full confidence in 54-year-old Tsang, saying "Mr. Tsang Yam-pui has served in the Hong Kong Police for nearly 35 years and has an extensive and deep understanding of the work of the Police Force." "Over the years, Mr. Tsang has promoted the use of modern management in the Police Force which has enabled it to become a highly disciplined, efficient and professional law enforcement force," Tung said.
