Shenzhen Puts Top Priority on IT Sector DevelopmentShenzhen has put information technology (IT) as the top priority in its 10th Five-Year Plan (2001-05), Shenzhen Daily reported Tuesday, December 12.Mayor Yu Youjun identified IT as the leading sector in the modern economy and promised that Shenzhen will increase IT input and set up favourable legislation and market orders for IT businesses, the newspaper quoted. The municipal government has drafted a five-year plan for the sector and invited 26 experts from the China Academy of Science to evaluate it. The plan aims to upgrade the city's IT level, apply information technology to other industries and enhance Shenzhen's position as a national high-tech centre, the newspaper quoted Vice-Mayor Li Dechen as saying. Under the plan, Shenzhen will expand its broadband network, promote e-commerce and IT in all fields, and bolster software industries. The municipal government is expected to introduce preferential policies in investment, taxation, talented professionals and intellectual property right protection for IT businesses, the newspaper reported. Academician Yang Fuqing suggested that Shenzhen take advantage of its export-oriented economy and increase software exports. The point was echoed by other experts. In recent years, Shenzhen's software industry has had an average annual growth of 50 per cent. The number of firms in the field at present is about 500, and the annual output of the industry stands at 15 billion yuan (US$1.8 billion), accounting for one-seventh of the nation's total. Attracted by its free market, clean environment and convenient geographic location, many IT firms have moved to Shenzhen. A top software firm in China, Chuangzhi, relocated its headquarters last week from Changsha, capital of Central China's Hunan Province. The thriving IT sector has boosted the city's overall economy and contributed to a surge in exports this year. The export value of electronic and electrical products by the end of November hit US$19 billion, up 29 per cent year-on-year, and made up 61 per cent of Shenzhen's total export value.
