China's Highway Market to Be Further Opened

Huang Zhendong, minister of communications, indicated Thursday at the just concluded National Highway Industry Management Working Conference that China's highway industry will further break the departmental and trade monopoly and regional blockade, enhance the opening and transparency of the highway construction market and encourage enterprises of different forms of ownership to participate in competition and jointly construct the road traffic market.

Huang said that the competent communication department will from now on give equal treatment to enterprises entering the highway construction market so long as they have appropriate qualification and credit regardless of their form of ownership and relations of subordination. While conducting strategic regrouping and transformation of State-owned road transportation enterprises, the communication department will build the road transportation market in accordance with the principle of taking public ownership as the main body and allowing the common development of diverse economic sectors. It will further open the market to automobile maintenance, feeder passenger transport and the transport of ordinary goods and encourage fair competition between enterprises of different forms of ownership.

Huang maintained that widening the opening of the market will not only facilitates the establishment of a competitive mechanism and promotes the development of the industry, but will also inject fresh vigor into the large-scale and fast-developing highway construction. However, he also indicated that while further opening the market, the government will strengthen management over market access and introduce the practice of strict credit registration and dynamic management over the enterprises and work units which enter the market of highway construction and road transportation. It is particularly necessary to institute a quality veto system, so as to give better play to the role of credit registration in supervising and regulating the business conduct of enterprises.
