Shanghai Opens Halls for Class-A Taxpayers

The Shanghai first class-A taxpayer hall situated in Huangpu District, the business center, was opened recently. This indicates the substantive start of the Shanghai tax paying credit classified management which was first introduced nationwide on September 1, this year.

These 100 class-A taxpaying enterprises appraised in the first group needn't queue up waiting in the newly opened hall, they can enjoy all the tax-related services, such as application for taxpaying, modification of taxes and application for purchasing invoice, which are handled by professional tax personnel. Set up in the hall are also a consulting service and a bulletin column which provide the taxpayers with the latest information about tax polices and regulations, the taxpayer can freely use the telephones and fax apparatus there.

The Shanghai taxpaying credit grade classified management means that the tax department evaluates and decides on three types of taxpaying enterprises: class-A, class-B and class-C through the appraisal of the situation regarding the taxpayer's observance of tax laws and regulations, his or her basic financial management; on this basis, the said department provides different tax-related and service treatment. At present, the taxpayers listed in the scope of such management mainly include the various types of Chinese and foreign enterprises and institutions and social organizations registered with tax departments in Shanghai, individual industrial and commercial units are temporarily excluded

In Huangpu District which boasts over 4,000 taxpaying enterprises, the first group of class-A taxpaying enterprises appraised this time include 13 State-owned and collective enterprises, 10 shareholding enterprises, 28 joint ventures, 46 integrated enterprises or limited liability Co. Ltd. and three private enterprises.
