Vice-Premier on Drawing up Tenth Five-Year Plan

Chinese Vice-Premier Wen Jiabao called for strong effort to work out the country's Tenth Five-Year Plan (2001-2005) and better prepare for next year's economic work in a practical and realistic manner.

"In drafting the Plan, development should be given top priority while economic restructuring will serve as the mainline," Wen said at the recent national conference on planning work, adding that economic restructuring should be promoted in development, and a fast pace of development should be kept in the process of restructuring.

Wen stressed the importance of stimulating domestic demand, saying that the country's adoption of a pro-active fiscal policy and a stable monetary policy are concrete ways to stimulate demand and the need to assure the sustainable development of the national economy.

On the issue of agriculture, Wen said that to feed the country' s population of more than 1.2 billion has always been the primary task of the country, adding that further effort should be made to help farmers raise their incomes and restructure the rural economy.

Wen also called for attention to be paid to enhancing infrastructure construction, renovating traditional industries with advanced technology and constantly improving people's living standards.
