China's Supreme Court Streamlined

China's Supreme People's Court (SPC) has concluded its four-month reshuffle of its organizational structure and personnel, in which 50 people were promoted to senior judges and its overall payroll cut by 10 percent, an SPC spokesman announced Thursday, December 7.

Three were appointed as heads of SPC ruling courts, and 47 were made chief judges through democratic recommendations, public competition and legislative approval, he said.

The civil court has been overwhelmingly strengthened in line with the need of China's upcoming accession to the World Trade Organization, and it was structured according to norms of international conducts, the spokesman said.

Two new courts were created to focus on case registration and trial supervision respectively in this reform. Thus with existing establishments, case registration, court hearings, supervision and verdict enforcement will be carried out by separate departments for effective internal checks and balances.

While the number of overall staff shrank by 10 percent, the SPC increased its number of judges by 11 percent, the spokesman said, adding that two administrative bodies were canceled.

According to the spokesman, such a reshuffle has been unprecedented in the SPC's history, which will have an important bearings on the setup of the country's court system in promoting justice and court efficiency.
