He said this was important for the implementation of the country's 10th five-year plan, set for social and economic development in the year 2001 to 2005. He noted that public security and judicial departments will meet new problems with China's entry into the World Trade Organization, and that local officials should be responsible for major accidents and criminal cases in their respective areas. |
