Enforcement of Seed Law StressedGovernments at various levels should work hard to carry out the Seed Law to better facilitate the development of the seed industry in China, a senior legislator said on November 30.Jiang Chunyun, vice-chairman of the Standing Committee of the National People's Congress (NPC), made the remarks at a symposium on the implementation of the Seed Law, which was sponsored by the NPC Law Committee, the NPC Agriculture and Rural Affairs Committee, the Ministry of Agriculture and the State Forestry Administration. The Seed Law, passed on July 8 of this year by the 16th Session of the Ninth NPC Standing Committee, will be enforced on December 1, 2000. Jiang Chunyun said that the enforcement of the Seed Law provides a solid legal basis for reforming the seed industry in China, thus better facilitating the development of the industry. The enforcement of the Seed Laws is of vital significance to improve the productivity of agriculture as well as accelerate the process of modernizing agriculture in China, Jiang pointed out. Statistics show that grain production last year reached 500 billion kilograms, while the figure only stood at 100 billion kilograms in the early 1950s. The improvement of seeds, however, has played an adequate role in the increase. It is important to popularize the Seed Law among various departments concerned, businesses involved in producing and selling seeds and farmers in particular, said Jiang, noting that by doing so farmers could use the law to protect their legitimate rights because the law is closely related to agricultural production. Jiang called upon governments at various levels and departments concerned to strictly abide by the provisions of the Seed Law to regulate the seed industry. He also demanded the people's congresses at various levels take diversified methods to supervise the implementation of the Seed Law. Buhe, vice-chairman of the NPC Standing Committee, attended the symposium, which was presided over by Gao Dezhan, chairman of the NPC Agriculture and Rural Affairs Committee. The Seed Law has some stipulations on the protection of seed resources, the breeding, production, and spreading of high-quality seeds and transgenetic plant seeds as well as importing major seeds from abroad.
