China to Launch Universal Telecom Service Fund

China is planning to set up a universal telecommunications service fund to help the western region, rural areas and the impoverished outreaches with telecommunications development, according to the Ministry of Information Industry (MII).

One MII official explained that the purpose of the fund was to separate government administration from enterprise management in China¡¯s telecommunications sector, and that has shifted the responsibility for infrastructure, operations and fund raising to the telecommunications companies.

However, the costs for telecommunications infrastructure and operation in China's western region are relatively high, with fairly low profits.

The official said MII would propose flexible tax, investment, financing and human resource policies for the western region.
