Shanghai Kicks off 15-Year Plan to Curb AIDSThe Shanghai municipal government kicked off a 15-year plan Tuesday, November 28, to curb and control the spread of AIDS, a move jointly undertaken by departments of health, science, jurisdiction, finance and public security in Shanghai.According to the plan, AIDS is to be put under control as part of the effort for communities construction and it will take 15 years in spreading knowledge about AIDS to keep HIV/AIDS patients with a number of less than 20,000 by 2015. A citywide campaign has now been on in Shanghai's 19 administrative districts and counties. According to plans as set by Shanghai municipal government, every county in Shanghai will have its own AIDS control and venereal disease recuperation promotion centers to be established by 2002 and will have to be over 80% of the whole municipality of Shanghai by 2015. By 2002, as is demanded, all Shanghai's colleges, vocational and middle schools must start out with a teaching course on AIDS prevention given. Out of household registrations, over 75% of people should be instilled with knowledge about AIDS prevention and the number will have to be over 80% among those going in for the entertainment trade. Also, by 2002, specialized teams with AIDS expertise will be formed and put at the service of the whole city of Shanghai. By end of November this year, 93 AIDS cases were reported positive, more or less at the same level as last year. Of these patients 29 were locals, 59 from other places and 5 foreigners.
