The remaining 3,500 civil servants will work for branch offices of the central Party and government departments or other institutions under the central government, of which 3,300 will be college graduates. The recruitment of civil servants through public examination was first initiated in 1989 in China, and made compulsory in 1996 for the central Party and government departments.
